Rincon Candidate Forum Hosted by Effingham Talks LLC

INTRODUCTION - Trisha’s Opening Statement: Effingham Talks Rincon Candidate Forum.  

At the Effingham Talks Candidate Forum on September 30, 2025, I had the opportunity to introduce myself and share why I’m running for Rincon City Council.

1st Question: TSPLOST Funds and Fairness

QUESTION:   T-SPLOST has funded many projects, but with $10 million unspent and some neighborhoods feeling left out of paving and lighting upgrades, how would you address these concerns?


ANSWER:   Fairness and transparency matter. At the forum, I addressed citizen concerns about how T-SPLOST funds are prioritized and how we can ensure every neighborhood sees visible progress. Accountability means more than a task list. It means clear communication, equitable project planning, and results residents can see on their streets.

2nd Question: Infrastructure, Drainage, and Water Lines

QUESTION:   Per the Project Task List which is available on the City of Rincon website under Transparency Portal, includes 33 tasks underway and future tasks; only two items address infrastructure. It is the extension of the water line down Chimney Road to Old Augusta Road and the Wastewater Treatment Plant Expansion. Numerous beautification projects and recreation projects are on this list. How do you propose to resolve the many concerns of residents regarding drainage and water line infrastructure?


ANSWER: Infrastructure is the foundation of a healthy city. In this forum question, I talked about the importance of addressing drainage, water lines, and aging infrastructure before expanding beautification projects. Every growing community needs balance.

3rd Question: Fort Howard Overlay & Future of Downtown Rincon

QUESTION: In May 2021, a corridor overlay district ordinance was passed requiring 500-foot buffers on each side of the Fort Howard Overlay District. During the September 22nd Council meeting, a moratorium was imposed on new development in this area to plan for a “downtown Rincon.” What do you see for the future of this area?  


ANSWER: Rincon’s future downtown should reflect what its residents actually want. At the forum, I shared that the vision for the Fort Howard Overlay District must begin with listening. Listening to residents’ wants, needs, and concerns, and then being responsive to those voices.  


A great example of that was when the city did not approve the rezoning of office commercial property on Fort Howard Road to multi-family housing. A decision that respected community input, especially concerns about its proximity to the elementary school and surrounding larger residential homesites.  


Moving forward, I believe we can create a vibrant, walkable downtown area that encourages thoughtful development, but it has to be balanced, community-guided, and rooted in Rincon’s character.

4th Question: Public Safety and Municipal Complex

QUESTION: Rincon’s public safety buildings are decades old and undersized. The proposed municipal complex is currently listed as a low priority. What priority would you give it, and why?


ANSWER: Public safety isn’t optional, it’s essential. 

At the forum, I discussed why updating our police, fire, and city facilities should be a top priority, not an afterthought. When our population has nearly quadrupled, our infrastructure must evolve too. 


Supporting those who protect us is an investment in Rincon’s future.

5th Question: Package Sales Referendum

QUESTION: Where do you stand on the special election items regarding package sales and Sunday sales? 15 seconds only to respond.


ANSWER: I support allowing package sales in Rincon. It’s time for our city to keep pace with neighboring communities that have already passed this measure. I believe Sunday sales should not be allowed at this time. 


This decision helps Rincon remain competitive and ensures those local dollars stay right here in our community.

Serving Rincon means listening, leading, and working together for the kind of community we’re proud to call home.


Throughout the Effingham Talks Candidate Forum, I shared my thoughts on how we can use resources wisely, invest in infrastructure, plan thoughtful growth, and prioritize public safety. This all can be accomplished while keeping transparency and community input at the center of every decision.


I’m grateful for the chance to share my vision for Rincon and to hear what matters most to you. I welcome your feedback, questions, and ideas, because your voice should guide the city’s future.
